Open a Windows Command terminal (CMD) as administrator and switch to the directory where DSM is installed (under Program Files):
cd C:\Proqram Files\DesiqnSpark\DesiqnSpark Mechanical 2.0
Press enter to run the command and then enter the below line.
SpaceClaim.exe /ForceRsReglnfoReset=true
In the window that opens, DO NOT LOGIN with your existing DesignSpark web account.
Instead, use the 'Create DesignSpark account' option to register a separate DesignSpark profile in the software and make sure to fill in the RS/Allied sold-to id field with 8-12 digits. For non-customers, random entries like 12345678 or 24242424 will be accepted.
You should now be able to use DSM v2 (32-bit).

Note that this is a workaround and our plan is to only support 64-bit version of DSM in the long term.
If you have 64-bit Windows 7 or later, help us by updating to the latest 64-bit edition of DSM available here: rs-online.com/designspark/mechanical-software

Thanks for sharing this workaround, it helped me to register and launch the application. I look forward to learning the tools. Hope this workaround is only for the first time launch. Thanks once again.
