    Could be multiple issues, what is the library?

    Look in the Library Manager folders tab, is the library present and enabled?

    Check where in the search order the library is, top is searched first and then it works down the list.

    If you did not give the new footprint (or component) a new unique name the search will stop at the first 'hit' and not find any further down the list.

    If this does not help post some screen captures showing the steps you are taking and the Library Manager folders tab view.

    the library is present in the Library Manager, but i don't fin it when in  a pcb file i click "add" and look in the pcb TAB (in library manager) for "walter" library (i called walter my library) and the component is 8DILw. How can i enable my library?

    I think the issue is you are getting confused between footprints and components.

    A component consists of three items, such as sch symbol, pcb symbol, plus pin mapping. There are variations in that you can have a schematic or pcb only components, but note that it must be a component. Only components are visible using "Add Component" NOT symbols.

    It's difficult without any images to see what you created and did. There's a lot of info in the FAQ's Managing Libraries – DesignSpark Support (zendesk.com)

    An important point is to make sure you create a project in a folder and add sch designs and then the PCB. I have seen so many new users decide they can create their pcb without a schematic and have issues with mistakes that are difficult to check and correct.

    i created a library and inserted in it a footprint without creating the symbol and the component. Maybe i had to create the lybrary, the simbol, the footprint and the component and only after the creation of the component i could use the lybrary,  but i think my lybrary  should be visible even if empy.

    It's difficult without any images to see where the issue is, but check the library is enabled and not greyed out as are the SSL, CPL and PSL libraries in the lower panel.
